The Positions:
eclipse is recruiting experienced Project Managers with management consulting and project management experience with specific focus on information technology.
These PM’s will provide oversight of projects that focus on process and products from a management, process and quality perspective.
We have current and future opportunities for candidates with experience in one or more of the following areas:
- IT Project Management - experience in aligning IT and business strategy, developing IT organization structures & governance processes, IT investment management, IT portfolio management, etc
- IT Process Management - knowledge of IT operations management, IT services management and related standards such as ITIL
- Independent project oversight/Independent verification and validations (IV&V)- to externally monitor both the project office and the contractor’s efforts for large system implementation projects
- Procurement of IT services - experience in developing sourcing strategy, vendor selection, constructing and negotiating large outsourcing contracts, assisting the client in improving overall deal management/governance.
- Infrastructure Architecture - knowledge of technical infrastructures (including networks, servers, storage) and experience in architecture assessments and planning.
- Applications Architecture - knowledge of application integration methodologies, tools, and approaches.
- Software Engineering - knowledge of the software development life-cycle and processes, including standards like CMMI
Required Skills:
- "Hands on" management consulting experience
- Bachelor’s degree in information systems/computer science, or equivalent work experience
- Government or State project experience in IT project management
Desired Skills:
- PMP certification from the Project Management Institute desired
- IT project management of a public agency (city/state/federal) and/or government programs (healthcare, social services, etc.)

Responsibilities
- Business Process Analysis and Re-Engineering for State of California departments
- Coordination and facilitation of customer requirements sessions with the client
- Development of business requirements for project documents
- Development of project deliverables
- Support of project documents through the executive approval process.
Required Skills :
- A minimum of 2 years experience with State of California IT project planning processes developing project planning deliverables.
- Excellent communication skills both written and verbal
- Excellent writing skills
Desired Skills
- PMP Certification

Essential Job Functions
- Create and write quality feasibility study reports that are in full compliance with State and Federal guidelines.
- Develop and implement procurement strategies to solicit and negotiate various State and local government vendor contracts.
- Draft and prepare formal consultant supplier requests including RFPs, RFIs and RFQs across a wide range of IT services that successfully generate quality vendor responses.
- Develop and deliver innovative and objective evaluation/selection criteria to assist in the vendor interview/selection process.
- Review and analyze vendor contract terms and conditions and make recommendations on the best value and fit for the client.
- Assess new areas of opportunity with existing clients and develop business plans to meet their upcoming procurement needs.
Required Skills
- 3+ years of procurement experience including; strong knowledge of the State procurement process/lifecycle and IT vendor procurement consulting.
- State Feasibility Study Reporting (FSRs) experience.
- Ability to write complex documents including; FSRs, ITPPs, RFPs, RFIs and RFQs.
- Ability to develop and recommend vendor evaluation strategies.
- Possession of strong written and oral communication skills and exceptional program and project management skills.
- The proposed candidate is expected to have a thorough knowledge, education, and extensive experience in, project management.

Consultants will conduct IV&V reviews / assessments based on industry standard methodologies (e.g., IEEE, PMI) throughout the development and implementation phases of complex system integration projects.
- IV&V experience on system development/integration projects (minimum 2 years)
- Experience as a technical lead in designing, building, testing and implementing system development/integration projects (minimum 2 years)
- Implemented risk identification and risk mitigation processes and procedures
- Implemented requirements traceability efforts
- Assessed application, data and integration architectures
- Excellent written and verbal communication skills
- Works successfully with all levels of individuals including staff and management/executives, business and technical, other vendors, etc.
- Knowledgeable in modern programming languages and tools for back-end and web-based systems
Desired Skills and Experience
- Experience with State of Washington information technology projects
- Project Management role in designing, building, testing and implementing information technology systems
- Project Management certification by a major certified organization
- Tested and/or implemented system interfaces
