The FSR will also provide information to assure the Employment Security Department that the proposed solution meets legislative intent, and allows executive management to make decision as to the merits of the proposed solution.

Eclipse will provide risk management consulting services to evaluate the risk associated with the ACES solution based procurement, including, but not limited to the risk associated with individual Bidder’s proposals submitted in response to the solicitation. This solution based procurement is mandated from SB954 and is the first project within the State of California to procure services in this manner.

(Eclipse) has been awarded a contract worth over $1.2 million to provide a technical project manager (TPM) to support the CDCR’s Strategic Offender Management System Project (SOMS). The Eclipse TPM consultant, under the direction of the CDCR Project Manager (PM), will be responsible for the oversight and management of a Commercial-off-the-Shelf (COTS) supplier that will be hired to provide a software solution to replace the aging systems that currently support all inmate management processes. The Eclipse TPM will also provide technical advice to the SOMS Project by utilizing the standardized Project Lifecycle (PLC) and Project Management Institute (PMI) best practices to ensure that the procurement, modifications, implementation, and monitoring activities of the SOMS Project are delivered on time and containing the necessary scope.

Eclipse will provide assistance to the SOMS project during the procurement process. Tasks include strategy design, project planning, Request for Proposal (RFP) requirements development, bidder proposal response evaluations and contract negotiations. These tasks will ensure that the procurement phase of the SOMS Project is delivered on time, within budget, contains the necessary scope, meets critical business requirements, ensures requirements can be warranted, and results in a best value selection of the Strategic Offender Management Solution.

As California’s population has grown in size and diversity, so too have its programs that serve low-income children and pregnant women. The programs have become more numerous, more complex and more isolated from other programs designed to serve similar populations. Consequently, cumbersome and disconnected enrollment processes often serve as a barrier to the enrollment of eligible applicants.
In order to provide policymakers with a comprehensive blueprint for modernizing enrollment and retention in public programs, the four foundations cited above jointly commissioned this report.

Eclipse Solutions, Inc. was selected to conduct an independent assessment of requirements and associated information technology systems in California’s health and social services programs for children and pregnant women. The assessment identified several overarching problems with the current enrollment systems and processes including the lack of a unified agency-wide approach, minimal data sharing between programs, outdated technology, reliance on manual processes and processes that are not consumer friendly.
Eclipse developed both interim and “future state” recommendations that, taken together, offer a blueprint for achieving a more streamlined, integrated and efficient approach to enrollment and retention. The key features of this recommended future state include:
- Strong leadership, sustained funding and direction of the new streamlined system
- All-inclusive governance structure, ensuring participation of all interested parties
- A comprehensive technology solution whereby state information and enrollment services are streamlined to better serve the consumer.
These findings and recommendations are presented in this Executive Report. A more complete programmatic and technical assessment is contained within a separate document, Modernizing Enrollment in California’s Health Programs for Children – Report Appendix.

(Eclipse) has been selected to develop a Scope Assessment document and a Feasibility Study Report (FSR) for the California Special Supplemental Food Program for Women, Infants, and Children Automated Enrollment Gateway Project. The goal of the WIC Gateway project is to successfully enroll children in health insurance by streamlining the operations of the Medi-Cal and Healthy Families Program (HFP) to make them more family-friendly. This bill is intended to increase the number of children enrolled in State health programs by allowing simultaneous pre-enrollment and application for Medi-Cal and HFP and providing continuous coverage to children until eligibility for Medi-Cal or HFP is determined.

(Eclipse) has been selected to provide Independent Verification and Validation (IV&V) services for the Automated Collection Enhancement System (ACES) project at the Employment Development Department (EDD). To improve the effectiveness of EDDs employment tax collection, EDD initiated the ACES project to support its tax and benefit programs by upgrading and deploying an integrated automated collection system. The ACES Project will increase revenues and will streamline the payment process by accepting credit card and direct debit payments, as well as allowing employers to check their account payment history using the internet or telephone access. The IV&V services will be provided during the following ACES project phases: procurement planning, Prime Vendor offer preparation, evaluation and award; planning, system design; development; and implementation, and system acceptance by the EDD.
